I just had a few questions about the metadata:
Could you send me the citation for the manuscript under review? For datasets, we like to include this information even if the article isn't published yet.
For clarity, would you mind if I change the title to: Data associated with "Environmental justice implications of retiring two coal-fired power plants in the southern Front Range region of Colorado"? 
The American Lung Association is listed as a sponsor. Is there a grant number I can include?
The link to the R code on GitHub didn't work for me (github.com/smartenies/ALA_HIA). Does the repository need to be made public? Also note that you can make your code citable by assigning a DOI through Zenodo:  https://guides.github.com/activities/citable-code/

We do not have a grant number of the ALA funding. The project was actually the result of a contract arrangement between CSU and ALA.
